I know a person is driving without a license and is also facing two felony dui charges. Is there anything i can legally do to get this person off the road

Hello. The next time this person gets in a car you have the option of making an anonymous phone call to 911 or the local police district directly, and advising the police of this person's identity and location. This is a serious problem for the driver and the public. Hope my comments help.
