Hello. My question is, if my neighbor has a fence up that backs into my yard & it is rotting & falling apart (one whole section is held together by rope), is there a way to have him get it fixed? I have a small child & 2 small dogs & I'm worried it could fall if they are outside playing near it.

Go to the local building or health department and have them do an inspection. They should make him replace or properly repair it.
