What is the quality possessed by a work of fine art that s not possessed by a craft or decorative art object?

What is the quality possessed by a work of fine art that s not possessed by a craft or decorative art object?
The line can be thin. You can turn it around: what does a decorative art object have that a work of fine art doesn't? (answer: utility).
A work of fine art has no practical use, and beauty is somehow not enough (I wonder why sometimes). But I think it's most beautiful when an artwork has some form of meaning. Besides giving you pleasure, it should show some unseen truth. That meaning can be personal, but with a 'better' art work that meaning is also universally human. The best artworks, to me, are those who have both kinds of meaning.
