I was assaulted, leaving me with a permanent ear injury, along with tmj. The courts failed to contact me and keep me informed with the cases process. I found out today that the case was thrown out, can i sue the police dept or city?

That is not grounds to sue the police. Contact the officer in charge or the prosecutor to find outwhy the case was dismissed. Depending on the reason, witness failed to appear etc.... It may be possible to reissue the complaint. You can also sue the person who struck you. If you have questions contact me.
