In Fresno CA, if I have a standard privacy fence around my yard, is it legal for me to tan nude in my backyard? Also, if I engage in any "self-sexual" acts, is that legal as well? It is my understanding that if I can't be seen through the fence I can do whatever I like. Thanks!

You can do what you like in private. That you have a privacy fence does not mean your backyard is private, though. You could be visible from nearby buildings or hillsides that are taller than the fence.
