hello. My husband owes a lot of money in child support, but his passport is not expiring till 2013, can he travel outside the US?

Answer

Federal law says that the government can deny the issuance opf a passport for failure to pay child support. A person is entitled to notice and an opportunity to contest it. There is nothing I know of in Federal law that can automatically revoke a validly issued passport on account of child support.
