A truck is trying to make its way across a busy sidewalk and police officers are on either side of the sidewalk telling people to stop so that the truck may pass through.

Do people have a legal obligation to stop walking on the sidewalk despite it being the respectful thing to do? As far as I know, police officers cannot ask you to stop without probable cause. Would any of this change if it was a "special event"?
