Does a cafe have to give free tap water?
Only in the bathroom, where they are required by the Health Dept to have running water for handwashing. (So take your cup, and fill it up.)It's at the managements discretion I would have thought. If all the customers using a cafe wanted free tap water to drink, what's the point of being in business? However, if customers are buying food and other drinks, free tap water is okay.
