Isn't it against the law for the volume to go up when a commercial comes on?
Yes, both houses of Congress passed the law and Obama signed it in 2010. However, the FCC did not approve it until December of 2011 and gave all companies a year to comply, so it won't actually be a real law that can be enforced until December 2012.
