Will car be harmed if running while refueling?
No! This is a standard safety policy to prevent a spark from igniting the fuel vapors that are emitted while the fuel is going into the tank. Cars in the last 20 years have electronic ignition, and not the open points and sparks that pre 90's cars may have had. There may be a case where on the latest model of cars, the check engine light may come on, because a smog sensor that relies on the fuel cap being tight and creating a vacuum, doesn't sense any while the car is running and the cap removed. This will correct itself soon, or will reset after the engine is shut off and started again later.
