In Illinois can a 17yr olds parents place a restraining order on her boyfriend simply because they don't want them talking, the minor is under custody of the dad but her mom loves her boyfriend.

A minor is a minor unless she seeks emancipation. I do not think phone calls are a basis for an order of prot4ection, unless the boyfriend is calling many. many times a day. Get a cell phone.
