Our ex-landlord texts my husband quite often. Most of time after 9pm, sometimes 11 or 12 at night. He never calls just sends texts. Is this legal?

You do not indicate what the landlord and your husband are texting about. Do you owe money to the landlord? There are debt collection laws where creditors or debt collectors cannot call before 8 am and after 9 pm, so it might be harassment. However, if they are texting about some private matter then I don't see a problem.
