Is the behavior of my apartment complex manager to tell tenants to compile dossier

on the tenants neighbor. Is this action by the manager legal or otherwise important information for an attorney to use in court?

Answer

The manager can request it and it is not illegal if the tenants go along with it. I do not see how it is relevant to any issue that might arise in court.
