he isn't hiding anywhere. There are numerous false claims that he is hiding in or around white forest/black city, but these are all fake. N and team plazma (dressed in black this time), on the other hand, both appeared in the Japanese promotional video for the new games so there is a very good chance that Ghetsis may appear in Black 2 or White 2, but no information has been released on this topic
